Jis grindžiamas nustatytomis prielaidomis ir yra aukštesniosios vadovybės nurodymo, leidžiančio pavaldiems vadams rengti savo planus ir įsakymus, forma. Terminas planas paprastai vartojamas vietoje termino įsakymas, kai ruošiamasi operacijai iš anksto.
